The South Carolina Utilities Coordinating Committee (UCC) The South Carolina Utilities Coordinating Committee (UCC) is composed of representatives from utility companies, cable TV, the S.C. Department of Transportation, cities, counties, contractors and others. The UCC pledge to promote cost control through coordination, cooperation and communication by utilities, planners, developers, contractors and engineers sharing a common interest in construction within the right of way for streets and highways and utility easements.
